The first of the tables and graphs are valid for PC powered of 230V~ and the second for 115V~. The current that fluxing through EMC and PFC circuits of PC powered of 115V~ and by apply the Ohm's law, the power losses will be of course higher as for PC powered of 230V~. So it would be better for you to make certain of that.

And as the second, here are measurements with more details ( input current - Iin, input power - Pin and the power factor - cos FI ). The power consumption of PC in stand by mode was nice 3,7W @ 230V~ and 3,9W @ 115V~. The reality will change after pressing of power-on button.
From table is clear that the lowest consumption of our PC was in ( 1, 1 - look to numbering of benchmarks and frequencies of CPU, GPU ). The highest consumption was at the highest frequencies of course in game STALKER.

Let's make some calculations. If you have computer for ordinary work ( office use that means consumption is close to idle state ) as I have , and it runs at 1000MHz, 2100MHz and 3097MHz for 4 hours and cca 300 days per year. For price per kilo watt hour kWh I made the average of prices of Europe and USA. Average price is cca 8 cents per kWh. So the results for the worst case: PC powered of 115V~ are: for 1000MHz - 0,127 * 4 * 300 = 152,4kWh and it is 12.2 EUR/$, for 2100MHz - 0,154 * 4 * 300 = 184,8kWh and it is 14.8EUR/$ and for 3097MHz where price is: 0,210 * 4 * 300 = 252,0kWh * 0.08 = 20.2EUR/$.
For active gaming are usable only states: 2100MHz, 2625MHZ and 3097MHz, so if you are playing STALKER daily for 4 hours for 300 days per year, your PC will "eat" at 2100MHz - 0,240 * 4 * 300 = 288kWh what means cca 23EUR/$, at 2625MHz - 0,274 * 4 * 300 = 328.8kWh that is cca 26.3EUR/$ and in 3097MHz state it is 0,357 * 4 * 300 = 428,4kWh = cca 34.3 EUR/$
If you by mistake ( like me ) forget you OC computer that runs 3097MHz and max frequencies for GPU/GDDR3 too, turned on daily for 24 hours for all year for torrents and every day will play game, then consumption of kWh will be 0,210 * 20 * 365 + 0,357 * 4 * 365 = 2054,2kWh and it costs 164.3EUR/$ per year or 13.7EUR/$ per month. Against to pretty usable state 2100MHz where you can save 2054.2 - ( 0.154 * 20 * 365 + 0.240 * 4 * 365 ) = 579.8kWh that costs 46.4EUR/$.
